Roadway Programs

 

The Council of the County of Athabasca budgets yearly to complete Road Construction & Maintenance Programs as described below:
 

Projects

  • The 30.2 km of County paved roads are crack sealed and line painted.
     

  • The Bridge Inspection Program consists of inspecting each of the bridge culverts or structures a minimum of once every four years.
     

  • Regular maintenance and general repairs are completed from the Bridge Inspections and in conjunction with Alberta Transportation; a Priority Listing is prepared to identify structures that may require construction. This construction is usually completed with assisted funding from Alberta Transportation.

Construction Program

On a yearly basis, approximately 20 miles of roadway is constructed with hired and County equipment. The roadways are constructed to the standard of an 8 metre road top with adequate grade, a 2% crown and 3:1 side slopes. Gravel applications on new or reconstructed roadways is applied in two lifts with normally the first being 300 yards/mile of 1 1/2” gravel and the second being 300 yards/mile of ¾” gravel. The Construction Program usually begins by mid May, and is planned by rotational area scheduling each year throughout the County.
 

Gravelling Program

 

Approximately 340 miles of local roads are graveled annually . It is assumed that on an average each mile of the +/-1345 miles of County Roadway will be graveled with up to 225 cu. yds. of gravel once every four (4) years. The Gravelling Program usually begins in June, and is planned by rotational area scheduling each year throughout the County.

 

Dust Control Program

County forces completes Dust Control on over 40 miles of designated section of gravel roads yearly, of which includes work in subdivisions, as well as hamlets. In addition to this work the crew completes approximately 200 Dust Control spot treatments in front of residences through our Spot Treatment Cost Shared Dust Control Program (Policy #3406).
 

  • To be considered for dust control designation, a section of gravel road must meet a series of criteria including traffic volume, types of traffic, population density and usage.
     

  • Designated dust control roads are reviewed annually and must be approved by County Council
     

  • For non-designated locations a County resident can purchase from the County of Athabasca before the deadline date of April 30, a dust control spot application for a fee of $200.00 for a length of 200 feet of dust control treatment on the local road adjacent to their residence. The County of Athabasca No. 12 does not guarantee any particular level of dust control as a result of the application of dust control product and the application is limited to one treatment per residence at the afore noted rate.
     

  • The County uses calcium chloride as a dust suppression agent.
     

  • The dust control program usually starts in mid-May and can continue until late July.

Residential Driveway Snowplowing Program

 

This program operated under Policy #3200 is to provide residential driveway snowplowing only. To participate in the program, residents may purchase “snowplow flags” at the County Administration Building in Athabasca for a fee of $20.00 each. A Residential Driveway Hold Harmless Agreement must be signed by the landowner before snowplowing flags can be purchased.

 

Flags are not transferable and each flag is good for one driveway snowplowing only at the specified location, as indicated on the Hold Harmless Agreement. Snowplowing of residential driveways shall only be undertaken at the discretion of the County and only after the public roads have been cleared of snow to the satisfaction of the County.
