Planning & Development

The Planning & Development Department is responsible for the following:

Development Permits

The County of Athabasca Land Use Bylaw No. 6-2002 outlines what types of development are permitted and discretionary for each of the various Land Use Districts in the County.  For more information contact the Planning and Development Department.  A copy of the Land Use Bylaw and Municipal Development Plan may be obtained at the County office for a fee of $40.00.

The Development Permit application fee as outlined on the fee schedule is payable upon receipt of the application at the County Office.  Depending on the development, the developer will also have to obtain permits from the County Office for disciplines under the Safety Codes Act, including Building, Plumbing, Gas, Electrical, and Private Sewage.  The County of Athabasca is an accredited municipality and has contracted with The Inspections Group Inc. from Edmonton to provide inspections to ensure all development within the County meets the requirement of the Act.

Prior to any development occurring in the County, ratepayers and/or developers are required to obtain a development permit and respective permits under the Safety Codes Act.  Any development commenced prior to the issuance of permits will result in fees being doubled.

Subdivision Applications

Subdivision of land in the County of Athabasca is managed by the County’s Municipal Planning Commission in conjunction with the County’s Land Use Bylaw, Municipal Development Plan, Outline Plans and the Municipal Government Act.

Ratepayers may wish to contact the Planning and Development Department providing some general information about their land and proposal, and to discuss whether their proposed subdivision would meet the guidelines outlined in the County’s planning documents prior to submitting an application for subdivision.

Land Use Amendment Applications

If a parcel of land is not currently zoned for a certain use or could not be subdivided under the current land use district, a landowner may choose to apply for rezoning the parcel to another district that may allow the proposed use or to allow subdivision of the parcel.  Application fees to rezone are shown in the Development Fee Schedule and must accompany the application.  The application may be obtained at either the County office or may be downloaded from this web site.

Letters of Compliance

In order to issue a Letter of Compliance the development officer requires a current Alberta Real Property Report to ensure that the improvements comply with the setbacks and permitted uses of the County’s Land Use Bylaw.  The County as well checks the Land Files for any development permits that may have been issued on your property and compares them to the Real Property Report.  If it is found that required permits were not obtained, they will be required prior to the issuance of the Letter of Compliance.  The cost of a Letter of Compliance is shown in the Development Fee Schedule. An Alberta Real Property Report can be obtained from any Alberta Land Surveyor.

Municipal Planning Commission 

The Municipal Planning Commission consists of seven (7) members appointed by resolution of Council, from the members of Council, at the annual organizational meeting.  The Commission deals with all Subdivision Applications, Land Use Amendment Applications as well as any developments referred to it by the Development Authority Officer.  

Subdivision & Development Appeal Board

The Subdivision and Development Appeal Board consists of five (5) members appointed by resolution of the Council.  Two (2) members are the remaining two councillors not on the Municipal Planning Commission and three (3) members are appointed from the public-at-large.  Subdivision & Development Appeal Board Hearings are scheduled as required.  The cost of an appeal fee is shown in the Development Fee Schedule.
